Gao Internet is an open infrastructure ecosystem designed to support decentralized identity, decentralized applications, AI agents, and decentralized infrastructure networks.

As a U.S.-based project, Gao Internet adopts a risk-based compliance framework aligned with applicable U.S. regulations and global best practices.

This framework aims to:

  • comply with applicable laws where Gao operates services

  • maintain the openness of decentralized protocols

  • reduce legal and regulatory risk for the ecosystem

  • provide transparency for users, developers, and partners


2. Compliance Principles#

Gao Internet follows several core compliance principles.

Protocol Neutrality

Core infrastructure protocols are designed to operate in a permissionless and decentralized manner.

These protocols are not controlled by Gao entities and are accessible through public blockchain networks.

Service Layer Compliance

Services operated by Gao entities comply with applicable legal and regulatory obligations.

This includes measures related to:

Non-Custodial Design

Gao Internet is designed as a non-custodial platform.

Users control their own wallets and private keys.

Gao entities do not hold or manage user assets.

3. Sanctions Compliance#

Gao-operated services follow a sanctions compliance program aligned with U.S. regulations administered by the U.S. Treasury’s Office of Foreign Assets Control (OFAC).

Sanctions compliance measures include:

  • wallet address screening

  • transaction risk monitoring where applicable

4. Anti-Money Laundering (AML) Approach#

Because Gao Internet operates as a non-custodial infrastructure platform, Gao does not act as:

  • a financial custodian

  • a broker

  • a money transmitter

Users interact directly with blockchain networks using their own wallets.

Accordingly, Gao does not perform full custodial AML procedures such as:

  • holding user funds

  • processing deposits or withdrawals

  • acting as a counterparty to transactions

However, certain Gao-operated services may implement risk monitoring measures when interacting with blockchain transactions.

Gao Internet prioritizes privacy and minimal data collection.
